This is the Partner Category manager. While base categories (categories that deals get assigned to, such as "Caribbean Cruise") have no inherent hierarchy, partners can define their own category hierarchy for display purposes, with some or all of the partner's categories tied to base categories (and thus displaying deals). Thus one partner might choose to have a top-level "Cruise" category, with a "Caribbean" category (along with other Cruise-related categories) underneath it tied to the "Caribbean Cruise" base category, while another partner might choose to define a top-level "Caribbean" category, with a "Cruise" category (along with other Caribbean-related categories) underneath it tied to the "Caribbean Cruise" category.
